We conduct a cost-benefit analysis of enhancements to foster parent recruitment and training and other programs/procedures that reduce the use of group and institutional foster care. We use existing evaluations of training and other programs/procedures, and we place particular emphasis here on the parts of the analysis that are associated with estimating the number of group/institutional placements that might be prevented and the savings associated with those diversions.
