There are two competing narratives about the role of schooling in American society. One sees schooling as an equalizing force, the agent of the American Dream; the other sees US schools as deeply unequal institutions that exacerbate social inequalities. Which is true? How should we think about the potential of education policy, and public policy more broadly, to reduce social inequality?
