The caucus will focus on evaluation issues and challenges raised by PFS procurements, evaluation strategies to benchmark success in PFS projects, and building a pipeline of evidence based programs suitable for PFS settings. Topics of discussion include evaluation related to RCTs and QEDs in PFS contracting, institutional barriers to identifying end-payers, and risks of PFS involvement for governments and providers. The caucus will also focus on the policy areas most ready for PFS transactions.
