Although a few states chose to expand their Medicaid programs early, the bulk of the Affordable Care Act's coverage expansions occurred on January 1, 2014. Across the country, on that date, Marketplace coverage began in the state and federal marketplaces. The intent of the law was that Medicaid expansions would also take place at the same time. From its inception, researchers have been concerned that this policy design -- with coverage expansions across the nation all happening simultaneously -- would make it challenging to analyze the effects of the law. This panel will highlight papers that have used variations in Medicaid expansion participation and in the success of the marketplace rollouts to identify the early effects of the law.
