Health care providers operate in markets with varied ownership, regulatory, competitive and payment characteristics. The papers in this panel examine the incentives facing health care providers through these forces, and how they affect quantity and quality of health care services. The first paper considers the effect of repeal of Certificate of Need (CON) programs on hospital’s competitive environment and further explores the consequences for hospital spending, service mix, surgery volume and patient outcomes. The second paper focuses on the influence of hospital ownership structure and competition on adoption of Electronic Medical Records (EMR). The third study investigates how Medicare payment changes impact hospital technology adoption. While the first three papers focus on hospital markets, the final paper in the panel captures the market for physician services. The author examines the effect of market concentration on the quality of care provided by physicians. The findings from these four papers shed light on the strategic interactions between the competitive environment and provider behavior in health care markets, and can inform policymakers in the areas of provider market regulation.
