High-quality implementation studies play an important role in comprehensive evaluations of social programs. Such studies describe the intervention as tested, as well as the counterfactual; the characteristics, experiences and outcomes of program participants; and implementation challenges and solutions. The papers in this panel present findings of implementation studies for three comprehensive evaluations of large-scale training programs: the U.S. Department of Health and Human Services’ Health Profession Opportunity Grants; the U.S. Department of Labor’s H-1B Technical Skills Training Grants; and Accelerating Opportunity, funded by a consortium of foundations and operated by Jobs for the Future.
