With the improvement of the living standard of the public and the awakening of the consciousness of environmental rights, the problem of environmental pollution and the mass environmental incidents caused by it have become the focus of people's attention. Countries and governments need to consume a large amount of political resources to eliminate the adverse political impact and political consequences of mass environmental incidents, resulting in the generation and increase of political costs of environmental problems. Therefore, this study USES literature research and interview method to study the political cost of public perception of environmental issues by referring to principal-agent theory. Using likert five-point scale will the public awareness of environmental issues and political costs, to quantify the subjective views of using exploratory factor analysis on the raw data were collected for analysis, established by the institutional, organizational, public participation, social four dimensions 25 tertiary evaluation index of environmental issues and political cost evaluation index system, in order to improve the citizen's environmental protection consciousness, strengthen the communication and collaboration, the government and the public countermeasures and Suggestions for perfecting the government environmental protection work.
