The theme of this panel is to present empirical work using state level policy variation that impacts individuals' development of self-sufficiency. The papers proposed for this panel will address social issues related to an individuals' ability to climb the social economic ladder. The primary purpose of all these papers is to inform the public policy debate revolving around social equity and social mobility. The collection of work proposed for this panel will cover nearly the full life cycle of issues that low socio economic status individuals will face throughout their lifetime, from early childhood education, primary school sexual behavior, and labor market challenges.
