The response to systematically mitigate outcomes1 by all agencies and relevant

stakeholders (e.g., taxpayers, responders, survivors, etc.) before, during, and after a

disaster most often neglect to consider issues of equity (i.e., equality of outcomes) for

disadvantaged communities, who lack the basic resources or conditions necessary to

survive and move on from disaster2 (See for example, Besser, 2014; Palay, 2019;

Hersher & Benincasa, 2019; Frazee, 2019; Ratcliffe et al., 2019). In order to tackle this

issue of inequity in disaster relief, we focus on a cross-sectional study of disasters and

their disparate impacts on disadvantaged communities, taking into account existing

disaster response infrastructure, budgetary constraints, and community fabrics,

amongst others. Based upon our findings, our study will conclude with a

recommendation for systematically integrating a framework for equity in disaster relief.
