The growth of institutional planning and assessment has been quite significant in higher education, additionally there has been a push to diversify the institution. A significant diversity initiative in the United States is the ADVANCE grant offered by the National Science Foundation, which focuses on helping female and minority faculty succeed in STEM fields. This interest in diversity and planning seems to provide the opportunity to use the strategic planning process and reporting on this strategic plan to further the institutional goals of diversity and the reporting on progress toward these goals. This paper takes a random sample of strategic plans and reports from a large research university and evaluates the level of diversity planning, the strength of the measures associated with these diversity goals, and the success of this policy in diversifying the institution. Additionally, utilizing the data collected, this paper will present a framework for universities to use at the system-level, institution level, college level, and department/unit level to incorporate gender diversity into their strategic planning process and develop valid and reliable measures to evaluate progress toward this goal. By developing diversity goals and integrating these goals into the strategic planning process institutions can integrate the goals of diversity across their institution and collect consistent measures of progress toward this goal.
