Two states have voted to legalize recreational cannabis use. How those initiatives are translated into policy has been underway for some time, but what will the post-legalization world look like? Are other states going to follow suit? Will the Feds look the other way, harass the states and their sanctioned “legal” market participants, or become partners? What will happen with enforcement to anticipate and suppress criminal participants, prevent use and abuse by minors, and stem the flow of product across state borders? How do you grow, transport, finance, label, test, market, tax, package, and merchandise marijuana in a legal regime?
