This panel addresses how changes in the teacher labor market affects teacher effectiveness. Sarah Cannon will present a paper about how changes in the community income in rural, farming communities affects school staffing. Marty West will present a paper studying the value-added measures of teachers who are hired in recessions. Umut Ozek will present a paper studying the dynamics of teacher mobility and teacher effectiveness in charter schools.
