Recognizing the importance of strengthening the unemployment safety net and modernizing it to reflect a changing economy, President Obama’s 2017 Budget includes a set of legislative proposals to reform the unemployment insurance program.  Specifically, there are proposals related to benefit adequacy, solvency, integrity, extended benefits, and reemployment, among other things.  This paper provides some background information about the issues or problems that the proposals are intended to address.  In addition, it will describe in greater detail each of the proposals and explain how they would remedy the situation.
