The Unemployment Insurance (UI) program has not had major reform in 40 years. In the intervening period, financing for the program has been inadequate, basic benefits have declined, the recessionary extended benefit system has become moribund, and reemployment services to help UI beneficiaries have been inadequately funded. In response to all these problems, the Obama Administration has proposed a series of UI reforms as part of the President’s FY 2017 Budget, and program experts have recommended a series of reforms, based on UI extensive research. This session examines the Obama Administration’s proposals and a number of other options for improving the UI program informed by research evidence.
