This presentation is based on a study of the Pay for Success (PFS) potential of a range of health and human services interventions in terms of rationale, evidence-base, measurable outcomes, potential for cost-savings, evaluation challenges, legal and policy issues, administrative feasibility and other considerations.   The study focuses on the Medicaid program and in doing so addresses a central concern in the PFS field: whether Medicaid funding may be used to finance PFS demonstrations, and whether savings realized by Medicaid may be shared with private investors.  The study was conducted by experts from the George Washington University, University of Michigan, Altarum Institute and Third Sector Capital Partners, under contract with U.S. Department of Health and Human Services’ (HHS) Assistant Secretary for Planning and Evaluation (ASPE).
