Pay for Success (PFS) is a new strategy for making government more effective and efficient (PFS is sometimes referred to as "social impact bonds" but is not limited to this). The PFS model is designed to promote program innovation and improvement based on evidence, to leverage new funding sources for programs, to reduce the financial risk for government of program performance, and to emphasize effective preventive programs that can create government savings by reducing the need for costly remedial programs in the future. Variations of the PFS model are rapidly expanding in the U.S. and abroad amongst foundations, investors, federal agencies, and state and local governments. The PFS model has inherent appeal but it is new and has not been extensively evaluated. This panel would present recent research and evaluation findings from researchers, analysts and practitioners at the forefront of PFS.
