The Quality of New Homes in the US and Implications for Filtering

Using Census data from 1960 to 2015, this paper characterizes both the types of households occupying new housing as well as the quality of the new homes being built in order to consider the implications for filtering models of affordable housing production. I explore explanations of historic variation in the quality of new homes built around the country and relate the variation to recent homeownership outcomes according to income, race and ethnicity.
