We present impact estimates of intensive services and training funded through the WIA Adult and Dislocated Worker programs based on administrative tax data collected by the Internal Revenue Service (IRS), a bureau of the Department of the Treasury. Administrative tax records can potentially differ from earnings and employment measures because of differences in what types of income are reported and survey recall error—and consequently, impact estimates based on the different data sources can differ as well. We compare impacts estimates from the different data sources in part as a validation exercise, but also to help understand how the Adult and Dislocated Worker programs may have differentially affected different types of employment.
