This session includes four papers that examine the role of place on racial disparities. The papers in this panel study outcomes ranging from economic development to police interactions to the achievement gap. While the outcome studied varies across the four papers, all four examine the effect of local policies and practices on important racial disparities. The first two papers focus on racial disparities in educational outcomes - one paper examines how local mass layoffs affect the achievement gap and the second examines if local mentoring programs increase college attendance among black and Latino students in rural Minnesota. The last two papers focus on disparities facing Native Americans. One paper examines if neighborhood factors play a role in why Native American women in Minneapolis are disproportionately stopped by the police.  The final paper shifts to a broader focus and examines the role of local sovereignty and property rights for economic development in Indian Country.

The papers in this panel cover both rural and urban areas, implement their analyses at numerous different geographic levels, and investigate disparities at different life stages. However, all four are tied together by examining how local policies and practices can reduce racial disparities. The research included in this panel is central to developing effective policies and practices to reduce disparities based on race.
