Citizens’ acquaintance with social media such as microblogging services is claimed to enhance communication with governments. However, success of use catering to this goal depends on their acceptance. This research investigates (1) determinants of acceptance of government innovation, and (2) role of gender and experiences by taking case of government microblogging services in local China. This research extends the Unified Theory of Acceptance and Use of Technology by integrating the concepts of convenience from online access and innovativeness in information technology. Survey data was collected from 1500 Hunan Province citizens and multi-group analysis was performed by means of structural equation modeling. Results reveal that the convenience of online access, innovativeness in using information technology, performance expectancy, and effort expectancy positively influence citizens’ behavioral intention, while facilitating conditions and behavioral intention own stronger relationships for female. Experience moderates the effect of facilitating conditions on use behavior. Finally, implications for citizens, IT corporations and public sectors are discussed.
