Poverty Alleviation Policies for China after the Year of 2020

The paper reviews the trajectory of China’s Poverty alleviation efforts since its open door reform in 1978, examines its poverty alleviation achievements and impact, and discusses its should-be new policy directions after 2020 when it has achieved its current policy goal in totally eliminating poverty in 2020 by UN standards. Supported by quantitative and case analysis data, the author argues that poverty line is a moving target that corresponds to rising standard of living. Poverty in motivation and in capacity, as observed by Amartya Sen is a more serious challenge for the post 2020 China then it was for the reform driven developing China. As China moves into the mid-income level country block, how to deal with the regional disparity in development and the last mile in poverty elimination is task new to China’s policy makers. Problems arise out of rapid urbanization and massive rural modernization development beg more conscientious attention and efforts from policy makers who otherwise need to focus on policy issues only.
A panoramic policy perspective is proposed for transitional China to deal with its transitional problems.
