Roundtable: Implementers, Researchers and Policymakers Discuss Evidence from Evaluations of Education Interventions in Refugee Settings

This roundtable discussion focuses on the results of a mixed-methods synthesis of five impact and process evaluations of innovations in education in protracted crisis settings. This synthesis aims to address evidence gaps on what works to effectively move education programs to scale in humanitarian contexts. Preliminary evaluation findings suggest a tendency to scale these interventions out to new contexts before scaling them up to reach a higher number of beneficiaries, as well as underscoring the need for flexible evaluations that can adjust to contextual challenges, including unstable operating environments, limited data collection capacity and frequent implementation delays.

The roundtable will include researchers and implementers, as well as policy makers from UNICEF and UNHCR, who formed the Humanitarian Education Accelerator (HEA), a partnership funded by the United Kingdom’s Department for International Development (DFID), to support the evaluation capacity and effective scale up of innovations that address the education needs of children living in protracted crises. Participants will discuss the implications of the meta-evaluation findings for future programming, policy and research related to education in refugee settings.

The proposed roundtable discussion will make an important, evidence-based contribution to the policy dialogue around education provision in refugee contexts, as the meta-evaluation findings significantly bolster the relatively small evidence base on scaling education interventions in humanitarian settings.
