Due to a miscommunication with this proposed panelist, I [Ann Keller] do not have an abstract from Professor Yackee. Because the panel meets APPAM requirement of a minimum of three papers, I am submitting the proposed panel without Professor Yackee's abstract. And yet I do want to indicate that the panel, as conceived, has four presenters and four papers. I hope I can include Professor Yackee's abstract as soon as I receive it from her to update the panel submission. If that is not possible, I wish to have the panel considered with the three papers that currently have abstracts.
