This panel includes both theoretical and empirical papers to enhance our understanding of how implementation occurs both within the policy process and within organizations.  The papers take a broad perspective on the topic and hope to integrate theory from policy adoption and implementation with organization level policy and technology adoption that also require implementation efforts to ensure policy is applied and new technologies are utilized. Papers emphasize existing theory as well as both deductive and inductive theory development to generate new theoretical frameworks to improve our understanding of implementation.  The papers in the panel also represent a diverse contexts for implementation including environmental, welfare and family policy applications.
