Governments and non-profits struggle to identify the most effective programs and strategies for helping low-wage workers enter and advance in employment. Difficulties accessing employment data on clients hinder the ability to formulate data-informed improvements to programming and limit efforts to differentiate between strong and weak interventions that would be useful for funding resource allocation decisions. This panel will highlight leading efforts around the country to make workforce data more accessible and actionable, and improve collaboration between policymakers, researchers and practitioners by breaking down silos around sharing and using data.  The speakers on this panel represent government, researchers and policy advocates who are each pursuing collaborations to strengthen workforce programming through data integration, use of data, and predictive analytics.  

The first presenter will discuss New York City’s ongoing work to establish Common Metrics, a citywide set of performance indicators for workforce programs across City agencies, and to develop an integrated data system for the 100+ City-funded workforce programs across several agencies.

The second presenter will speak about the researcher-practitioner partnership with the Center for Employment Opportunities (CEO), incorporating predictive modeling in an employment program that serves people returning from prison.

The third presenter will discuss and share lessons from Corporation for a Skilled Workforce’s (CSW) work with the city of Detroit, establishing a data and information sharing collaborative between the city and workforce development organizations. The presentation will briefly touch upon CSW’s work on the Workforce Benchmarking Network, an effort to identify meaningful outcome benchmarks for the workforce development field.
