A review on the role of smart administration in stable

peacebuilding

Country leaders, with their bureaucracies, usually try to achieve their national goals with efficiency and effectiveness. In this effort, sufficiency and validity of the system is very important and determinative.

Smart systems provide sound information for policy and decision makers; while insensible systems not only move toward justification of incompetency, but also tend to deviate from their goals to be achieve.

In fact, in smart systems the majority of the energy would be spent on goal oriented activities, in contrast insensible systems are the vast part of energy is spent to deviate of goals. In smart systems, system moves toward the main purpose, whereas in an insensible system all the effort is spent on sustaining their current statutes.

If the system has smarter public administration, then it would be serve to achieve the goals of democratic society with more decisiveness and logical approach, and it would help to fulfill democracy, peace and development.

Smart and qualified administration, follow the ethical requirements and take responsibility towards the public vote. This kind of administration knows the consequences of injustice and unethical decisions. So it strongly reacts towards corruption, autocracy, deceit and discord.

When the administration is smarter, reaction to the threats or enemies of an ethical society is swifter and more explicit. Therefore the smarter the administration, the more fairer and more ethical rules and regulations will be. This system consists of sufficient amount of authority to sustain the peace.

It is, thus, obvious that to guarantee peace, all the countries should own two qualities: 1.Sufficient power to protect their countries from enemies, 2. Control autocracy and tendency to dominate others.

If the administrative system of a society becomes smarter, it can act with more power. Moreover increased intelligence provides a better perception toward outcomes of justice and injustice, soundness and corruption, ethical and unethical, democracy and domination.  Hence the assumption is that, with increasing the power and intelligence of the administration system, the tendency of society to submissiveness and domination would decrease, and the process of sustainable peace building would be reinforced.
