The State of Knowledge about Policy Learning: A Scoping Review

In the past two decades, interest in the concept of policy learning and in its research has increased in policy studies. In general, policy learning refers to the ways in which policy systems generate and use knowledge about the rationales, design, operation and impacts of policies and policy mixes. However, scoping reviews of policy concept research have not been conducted to guide further research in this area. The purpose of this scoping review is to explain and analyze studies focusing on policy learning to elicit an overall picture of the research in this field. The literature is deep and wide in scope. A scoping review methodology guided by Arksey and O’Malley and Levac et al. was used. Studies were identified by conducting electronic searches on selected databases. This study suggests that scholars of public policy need to consider adopting new perspectives and more diverse methodologies for expanding our knowledge in this area. It also addresses policy learning models, technologies, and approaches.
