Abstract

This research presents a systematic review of articles of diversity and representative bureaucracy published since 2000 in top Public Administration journals. It analyses the antecedents of diversity, outcomes of diversity, moderators/mediators of the diversity-performance linkage, and how diversity is different/related to representative bureaucracy. Results suggest increasing attention to outcomes of diversity, but much less attention on how to manage or promote diversity. Also, more studies are welcomed on the moderators/mediators of how diversity influences performance in the public sector. Finally, the conceptualization and operationalization of diversity management need further clarification. A research agenda to address the theoretical and empirical lacunas is discussed.
